Could it be a grain carrying boxcar to test against infestation by weevils?

I guess that's as plausible an explanation as any.

What little research I did on the subject of "weevil and railroad" concluded that boll weevils lived in the bulk grain product transported in boxcars, and could be moved to areas that had no weevil control in place. To help control the problem, live steam was introduced into a sealed boxcar for ten minutes after it was emptied and returned to the yard. Tests were done for five minutes, but weevils in the walls survived. Temperature inside the car exceeded 400 degrees Fahrenheit. Them some tough bugs.
